Meet Rebuild SoCal Partnership’s Board of Trustees

Rebuild’s Board of Trustees brings labor and management together. The trustees continue to put the Rebuild SoCal Partnership’s initiatives and efforts forward in educating the public and working with the labor unions and our partners on issues about infrastructure and construction as the primary focus. Working together in local communities is essential for completing critical infrastructure projects.

International Union of Operating Engineers Local 12

DAVID SIKORSKI

David Sikorski is currently the Business Manager for the International Union of Operating Engineers Local 12. Sikorski became an Operating Engineer Apprentice in 1995 and graduated from the program in 1999. He worked in the grading industry throughout Southern California, helping to construct projects like Diamond Valley Lake and the Ivanpah Solar Generating Facility.

In 2013, David was hired as a representative of the Operating Engineers Contract Compliance Trust and hired by Local 12 in 2015 as a Business Representative in District 5, becoming District Representative thereafter. He has served as a delegate to the Riverside/San Bernardino Building Trades Council, the California Assembly Speaker’s Commission on Labor Education, the Imperial County Building Trades Council, and the Cal-Nevada Conference of Operating Engineers.  In 2018, David became a graduate of the Harvard Trade Union Program.

Appointed to the Office of Financial Secretary in 2020.  In 2022, he was appointed to the Office of Business Manager, elected as an International Trustee, and was elected Vice President of the California State Building Trades. David represents the Operating Engineers Local 12 on the Partnerships Board of Trustees.

Southern California District Council of Laborers

JON PRECIADO

Since October 2017, Jon Preciado has served as the Business Manager of the Southern California District Council of Laborers. 

Preciado began his career in the Labor Movement in 1986 and has worked for several unions, including the Cement Masons and Operating Engineers (Stationary) Local 501. He has been a compliance representative investigating unscrupulous contractors on public works, an organizer in both the private and public sectors, a Field Representative, and a Chief Negotiator. To broaden his experience, Jon accepted a position in January 1995 with the AGC of California and served as the Director of Industrial Relations. He believes it gave him a unique glimpse into the daily challenges union contractors face from their non-union competition and sometimes from the trades to which they are signatories. In 1998, Jon left AGC to become Executive Director of Audit and Collections for the Construction Laborers Trust Funds for Southern California. In mid-2000, Preciado began a new challenge by the Laborers International Union of North America (LiUNA!) and Laborers Local 1184. It was to represent the Hod Carriers (Plaster Tenders) in the (12) Southern California counties after LiUNA! consolidated all Plaster Tenders under Local 1184. Under his leadership, a new apprenticeship program experienced much success, turning out qualified journeymen that replaced (and continue to replace) an aging plaster tender workforce while maintaining the highest retention rate of all the apprenticeship programs in the wall and ceiling industry.

Jon is Chairman/Co-Chairman of the Laborers Health & Welfare Trust, the Laborers Pension Trust, the Laborers Joint Apprenticeship Committee and Training Trust, the Laborers Vacation Trust, the Plaster Tenders Joint Apprenticeship Committee and Training Trust, the Center for Contract Compliance as well as several committees of all these Trusts. Jon represents the Laborers Union on the Partnerships Board of Trustees.

Western States Regional Council of Carpenters

JOSH RAPER

Josh Raper is a Western States Regional Manager overseeing operations in team rooms in the Los Angeles and Bakersfield areas. In addition to his roles as Regional Manager, Executive Board member, and Trustee, he was appointed Jurisdictional Director. As the appointed jurisdictional director, he oversees projects that fall into ‘carpenter work’ within the Western States and ensures that the bids and projects are awarded to the Carpenters Union.

Raper began his career in the construction industry over twenty-five years ago. He had strong roots in the union and followed in his family’s footsteps. Raper was aware in order to provide a prosperous life for his own family that, union wages and benefits would get him there as a carpenter. His trade specialty was structural concrete and the infrastructure industry within Southern California. His keen sense of industry and the ability to meet and exceed project expectations helped him move up in his career quickly. He was involved in some of Central Valley’s significant developments. In 2015, he caught the attention of high-ranking officers within Southwest Carpenters, who asked him to interview for a Special Representative position to represent the union. He was immediately hired and continues with the same job site tenacity that has him move up swiftly in the ranks.

He continues to stay humble and work hard for the membership and industry alike, taking a firm but fair approach to bring a win-win situation to all involved.

 

His dedication to the trade is reflected as he continues to develop and improve upon industry partnerships between labor, management, and clients. Josh represents the Western States Carpenters Union on the Partnerships Board of Trustees.

Associated General Contractors of California

JAIMIE ANGUS

Jaimie Angus currently serves as the President and CEO of Griffith Company. Jaimie began working as a laborer for Griffith Company in 1987 while completing his aerospace engineering degree at San Diego State. The second generation in his family to work in construction, Angus followed in the footsteps of his father, a former Griffith Company superintendent. During his rise from laborer to estimator to Los Angeles District Manager, Jaimie participated in a number of Griffith Company’s notable projects, including the $20-million Vista Village Redevelopment Project and the $71-million Pier T Project. In 2010, Jaimie was appointed Executive Vice-President and assumed day-to-day operations responsibilities. As President, Jaimie oversees operations throughout the Company, including estimating, project management, and field forces. Jaimie has been instrumental in developing our large job project management team skills while building high-profile Port of Los Angeles projects like the $126 Cabrillo Way Marina and the $54-million Harry Bridges Buffer Projects. In 2006 and 2007, Jaimie served as Chair of the AGC of California’s Los Angeles District, including the coordination of the District Workforce Development efforts. In 2016, Jaimie served as president of AGC California. Jaimie represents the Associated General Contractors of California for Rebuild.

MIKE SPAIN

​​Mike Spain is currently a Project Executive for Skanska. Mike began working for Skanska, formerly E. L. Yeager, in 1993 upon graduating from Chico State with a construction management degree.  His current role at Skanska is Operations Vice President working in the Southern California region. With experience working in both the public and private sectors which include heavy highway, residential and commercial property development, freight and transit rail, and environmental restoration. Spain is a board member for AGC California, San Diego chapter, and a long-time member of the Caltrans Construction Partnering Steering Committee.  Mike has spent his entire professional career at Skanska, something he is very proud of.

Mike and his wife, Tiffany, have four children, Dylan, Justin, Cambria, and Marin, who are quickly transitioning into adulthood. As near-empty nesters, they enjoy camping, traveling, and spending time at their family cabin in Alaska. Mike represents the AGC of San Diego on the Rebuild SoCal board. 

Building Industry Association of Southern California, Inc.

JEFF MONTEJANO

Jeff Montejano is currently the CEO of the Building Industry Association of Southern California (BIASC), which is considered one of the largest building associations in the United States. His tenure includes several advocacy victories for the region’s largest landowners, home builders, and contractors, based on his relentless instigation for game-changing advocacy strategies.

With 25 years of experience as a strategic adviser to Fortune 500 companies, governmental agencies, and elected officials, Jeff helped create numerous high-profile communications initiatives, specifically in advocacy, advertising, media, and crisis management.

Before serving as President and Vice President of two large public affairs firms specializing in transportation and land-use projects, Jeff was director of two major political action committees, the New Majority and GenNext, and worked on several political campaigns, including George W. Bush’s first election. Jeff also held the chief of staff and legislative positions in the California State Legislature, including working for the Senate and Assembly minority leaders.

Montejano’s philanthropic involvement includes board member positions for the Los Angeles Boys and Girls Club, Tilly’s Life Center, a charitable foundation for children, and Rebuild Southern California, where he represents the BIA.

Mike and his wife, Tiffany, have four children, Dylan, Justin, Cambria, and Marin, who are quickly transitioning into adulthood. Southern California Contractors Association

DENISE COOPER

Denise Cooper joined the Rebuild SoCal Partnership Trustee board in January 2024, representing the Southern California Contractors Association.

Denise and her husband Hod started Cooper Engineering, Inc. (CEI) in 1988. Based out of Corona, CA, CEI has developed into a subcontractor specializing in machine-extruded concrete projects. CEI strongly focuses on partnering with general contractors in order to develop and ultimately implement new forms of concrete technology.

Denise serves as President and CEO of Cooper Engineering, Inc. She manages all aspects of CEI’s operations, including implementing high-level strategies, financial oversight, safety, and business development. Under her leadership, the company has grown exponentially. As a family-run business, working with all three of her children is her greatest love and also, at times, her biggest challenge.

Much of Denise’s time outside of CEI is spent focusing on public policies that affect the public works construction industry. With that broader public policy focus in mind, Denise has been a board member of the Southern California Contractors Association (SCCA) since 2015 and served as the second-ever female President of the association in 2020. In 2021, Denise was presented with the VIP award by the SCCA because of her leadership and engagement in the industry. She serves on SCCA’s Legislative Committee and chairs its Subcommittee on Transportation Policy, focusing on transportation funding issues and interviewing statewide transportation candidates appointed by the governor.

In 2021, Denise was presented the “Ethel Birchland Lifetime Achievement” award by the American Road and Transportation Builders Association. This honor is awarded to women who provide inspiring leadership and have successfully demonstrated a track record of beneficial service to the transportation construction industry.

 

Denise graduated from Cal State Fullerton University with a Bachelor of Arts degree and a minor in Business. Denise produces and cohosts a weekly podcast called “Two Average Girls” with her long-time friend and former news anchor Ann Pulice. She loves spending time with her grandchildren, traveling, playing golf, and traveling to Formula 1 races all over the world.

United Contractors

STEVE CLARK

Steve Clark is the Vice President of Labor Relations at Granite Construction. Clark is responsible for developing and executing the labor relations strategy and policy for one of the largest diversified heavy civil contractors and construction materials producers in the United States.

Clark started his career as a second-generation Operating Engineer at Local 3 and then became a representative of the Foundation for Fair Contracting, a labor-management cooperative organization. Following his time at the FFC, he spent 14 years with the Associated General Contractors of California in various positions, culminating in the role of Executive Director. His valuable years of experience working directly with labor, associations, and contractors have given Steve a unique perspective on labor relations and the interrelationship between labor organizations and the construction industry.

Clark holds a Bachelor’s degree in Political Science and Government from the University of California, Santa Barbara. He is currently the Chair of Transportation California and has served on the boards of the California Alliance for Jobs, the Southern California Contractors Association, co-chaired the Operating Engineers Local 3 Negotiating and Craft Committee and was a former Trustee for Operating Engineers Local 3 Trust Funds. Clark represents the United Contractors on the Rebuild SoCal Partnership board. 

When not completely consumed by the daily rigors of work, Steve enjoys downtime with his fiancé, Nicole, at their home in Aptos, California. Steve has three children: Jon, Amy, and Scott; granddaughter Kaitlyn; and daughter-in-law Kim.
